- Transit traders and re-exporters
- Businesses planning shipments to the Black Sea, Caucasus and Central Asian markets via Trabzon
Documents Required
- Commercial invoice
- Packing list
- Transport document (bill of lading, CMR, air waybill)
- Proof of origin (EUR.1, A.TR, certificate of origin – if required)
- Power of attorney for the customs broker, signature circular and tax certificate
- Product-specific permits, conformity or analysis documents (if required by the authorities)
- Freight and insurance documents (for customs valuation)
The list depends on the goods, the country of origin and the procedure.
How the Process Works
- 1
Pre-check and HS code
The HS code is determined from the description and technical specs; duty rates and any permit or inspection requirements are checked.
- 2
Document check
Invoice, packing list, transport document and proof of origin are checked before the declaration is lodged.
- 3
Declaration
The customs broker prepares and lodges the declaration electronically in the BİLGE system.
- 4
Control and inspection
Depending on risk analysis, a document check or physical inspection may follow (red, yellow or green channel).
- 5
Payment and release
Duties are paid or secured by a guarantee; the goods are released or move on to the next logistics step.
Frequently Asked Questions
What is an HS code and why does it matter?
The HS (GTİP in Türkiye) code is the product's position in the customs tariff. Duty rates and permit or inspection requirements depend on it; a wrong code can lead to extra duties and penalties.
Who files the customs declaration?
It is usually filed electronically in the BİLGE system by a customs broker acting under a power of attorney from the goods owner.
Is a proof of origin always needed?
No. It is mainly needed when preferential (reduced) duty applies under a free trade agreement, or when the regulations specifically require it.
Can warehousing and customs formalities be handled together?
Yes. Entry into the warehouse, storage and exit are linked customs steps; planning them in one place speeds up the process.
